Updated Customs Procedures for UK–France and France–GB Movements

Irish Ferries has issued updated guidance regarding customs procedures for commercial vehicles transporting non-commercial pets between the UK and France.

While French customs continue to finalise the permanent process, transport operators must comply with temporary customs requirements to avoid delays, refusals, or compliance issues at ports.

Key Requirements

For commercial vehicles carrying non-commercial pets, operators are now required to:

✅ Create an ELO (Envelope Logistique Obligatoire) declared as EMPTY

✅ Create a GMR (Goods Movement Reference) as “Carrying Goods” using the VERBAL DECLARATION option

✅ Obtain the relevant Safety & Security Declaration MRN

✅ Ensure drivers declare the number of pets being transported during port check-in

Importantly, vehicles transporting non-commercial pets must not be declared as empty vehicles on the GMR, despite no customs MRNs currently being required on either the ELO or GMR.
